Coincidence. This is mainly due to the time it takes for a thread to get locked, from posting a post, then scrolling up to the lock button. It is just barely enough time for another moderator to post a post. This is sheer coincidence, either way, whether it be one after the other, or one a few posts down. It is amazing how the time effects so many things, especially here on bungie.net. One may narrowly post a post just as the moderator presses the "Lock" button. It is all just in time, that very much answers the question. Time controls many things, including this.

Sorry if that didn't make any sense, I have not gotten any caffeine today.

I've posted to a few threads that ended up being locked when I was finished, too. The gap isn't as small as you would think. I think it deals with the same issue as the PM notice bug. It takes a little while for all the servers to get the locked message, so some of them will still allow you to post.
