Actually, check if ports 2302 and 2303 are open for access. You also might want to check to see if you've got a firewall running...those restrict internet access and may prevent the game from connecting. For some firewalls, simply allowing Halo internet access is enough, for others, you'll need to turn the entire firewall off before it'll allow Halo. Experiment with the firewall and see what happens...getting internet attacks while running Halo is almost nonexsistant, so there shouldn't be a problem with turning it off while playing.
Also, check to see if other apps are clogging up bandwidth. Kill AIM, even Xfire if need be, Limewire, all the usual suspects. They may sap precious bandwidth enough to the point where your computer may not even be able to connect. And finally, make sure all your connections are in place. Sometimes, even I stump myself until I realize that the ethernet cable isn't plugged in all the way.
