Why can't we access it? Because it's the part of the server where the avatars and other images are stored.
Some sites or parts of their servers (i.e. the Windows time server at time.windows.com) have blocks set up so that you cannot even access certain segments that are used globally and are important, such as the avatars. That eliminates the risk of causal attack entirely; you can't modify the images without access to the server.
It's a safety thing; I used to have to do it all the time when I did my webdev stuff.
