You're looking at only one side of it... sort of like the portrait on the "heads" side of a coin.

Here's a large picture of the whole flamethrower model so you can see what it's representing... the drawing's made so that each side of the flamethrower's baffle reflects on side of a fire-breathing dragon's face.

-- Steve'll point out that the "shark mouth" drawing has a long history, in aviation anyway.

That's true, but, like Anton pointed out, representing a shark's maw on the nose of an aircraft (bombs too, sometimes) is an old tradition in the USAF, going back to WWII.
