The only time that I recall Bungie stating that they were not working on Halo 3 was when they were working on Halo 2 and Steve Balmer misspoke and stated that they were working on Halo 2 AND 3. Bungie announced that they were not working on Halo 3 as they were still busy working on Halo 2.
At the time, they were not working on Halo 3. So their statement was not (as you say) "a lie".
After Halo 2 and until the announcement of Halo 3, they simply referred to it as "our current project". People guessed the title and subject of that project, but Bungie neither confirmed nor denied it. They simply continued to call it "our current project".
That also is not (as you say), "a lie".
I can say that you are 35 years old. You could come out and say, "Nope, I'm not that old". You are not lying, you are telling the truth.
Later, when it's your 35th birthday, I can say that you are now 35. If you confirm that it is your birthday, but say that you don't want to announce how old that you really are... that is not lying either.
You're entitled to end the story any way that you want. But I recall those times.... from my perspective, Bungie was careful, Bungie was accurate, and Bungie did not lie. When they said "we are not making Halo 3" it was the truth (because they weren't making it at that time). When they said, "we're working on something and we're not giving out it's title, yet." That isn't lying either.
