Wat does the "say to vehicle" chat option do?

Only the fellow occupants in the same vehicle you're in can hear your chat messages. Let's say you're gunner in a chain hog, and press (default) H, and type "incoming enemy hog", only your fellow driver and passenger can hear.

What else could it mean besides talking to your buddies riding in your vehicle?

If you do in a ghost, you're just talking to yourself. Actually, I think it just changes it so that your teammates can here you anyway. I'm not sure.

It's also pretty much useless. Players in the same vehicle can't actually tell you're only talking to them.

Yes, I am a hypocrite, and I'm sorry. I really do mean well, but I'm not running on all cylinders.

Everytime someone buys a copy of Halo 2 Vista, a puppy dies.

They should have had something like
Vehicle: I'm gonna noob that sniper

im afraid im gonna have to confiscate your testicles.

What are you, the Cyber police? lol.

I think they should've put * instead of [ when you talk to people in a vehicle... I mean how can you tell if the driver knows you're talking to him or to the team?

What they'll probably do in the future for the PC platform of Halo 2 (or for Halo 3) is that when you team chat your name will have a place holder of where you're at to inform your team mates where you're at such as this example for a map like Blood Gulch:

[Master Kim, Red Base: Need a pick up!]
[Agamemnon, Rocket Spawn: On my way.]

That way you can tell where both are and just how far apart each other is. Or, at least, that is something they should definitely consider in Halo 3 if they aren't already implementing something like that.

That would actually be pretty ingenius. Like reporting your position in America's Army. Good thinking, Agamemnon.
