Some Live Anywhere games (like Shadowrun) do support cross platform play. The press release is saying that for those that support it, a Gold Live account is required.
Halo 2 for Windows Vista does not support cross platform play, so that particular benefit of Gold Live accounts does not apply. One point to make clear - the Gold Live account for Live Anywhere is the same as your Xbox Live account. That is to say, if you already have a subscription to Xbox Live, you don't need to pay extra for a Gold Account for a PC game: it is all the same service.

Where are people getting this cross platform thing from, lots of people have been saying this to me?
So what is it, cross platform or not?
Im assuming not, because I cant see how it would work (autoaim on xbox for one).
