Why is it enforced in Bungie forums? Is it protection of people so they don't get offended... Unless you plan on removing human communication, that seems rather innevitable... For example a person can get offended based on the fact that someone says "battle rifle is pro," while someone else believes otherwise... Yes, I sound fairly off right now, but oh well. It's just a thought...
I like how you call it "censorship" in order to give the worst possible negative connotation. But really, there is no censorship of ideas here. That is the best part. You can say whatever you want so long as you keep it within the rules and avoid certain of the very most controversial of topics.
The only "ideas" that are forbidden for discussion here are those of religion, politics, and illegal activities. But even those taboos are not Draconianly enforced here.... they are "generally enforced less strictly [in the Flood] than in the other forums." Moreover, religious and political discussions are often allowed by the moderators when they are posted in a non-controversial, discussion-generating type way. For example, discussing Bible references in the Halo games. So even these topics are not entirely restricted.
And let's be serious - if you want to discuss any of those topics in depth, why would you try to do it on a video game developer's website?
Except for those three subjects, you are free to talk about any idea you want. There is no "censorship." Sure, you must keep within certain confines (for example, not using bad words, not posting illegally leaked material, and not petitioning/flaming/spamming) but you are still free to exchange the ideas you have.
In that way, think of posting here the same way you would think of writing a sonnet. Sure, you are restricted to your certain number of lines, iambic pentameter, and may not rhyme certain words; but within that framework, you can talk about pretty much anything you want. It's the same general concept here.
Are you seriously saying that the terms of use and forum rules have restricted your promulgation of ideas? Please enlighten us further as to exactly what you mean by "censorship," because I am relatively sure that it does not occur on this site except in the aforementioned topics, which really have little to do with the topics relevant to a video game developer anyway. And, if you don't mind, please provide us with an example of an idea or concept that you have tried or desired to talk about that was subsequently "censored."
