Having a Fanfic forum won't happen, and is pretty useless. I'll explain why.
First off, there isn't nearly enough fanfiction being written on bnet. I've been in charge of OFG (official fanfic group) on bnet for over a year and the number of fanfic's has decreased exponentially half a year ago until it was down to one a month. Expecting to really use a fanfic forum correctly would just be silly.
Secondly, HBO has a huge fanfic forum that has fanfic's added daily, and is updated and maintained quite well by good people. There is no need to have one here when they have such a big connection with bungie.net and they will do a much better job than can be done here, simply because of the manpower required.
Third, groups like OFG do exist and there is no need to make an entire forum devoted to fanfic. That was the discussion we had about making a fanfiction forum back over a year ago and that brought about the making of OFG. There is no reason such a group cannot deal with fanfiction as opposed to an entire forum, which would have to be moderated my, who else, forum moderators. Which brings us to...
Fourthly, there is simply no way the forum moderators could keep up with fanfiction on bnet if it were in a forum. The occasional 10 or so monthly in new mombasa isn't a problem, but if there's an entire forum devoted to it, they'll have to watch all those forums, keep tabs to make sure that authors aren't doing anything illegal, and make sure that spam wars don't break out. As a previous fanfic author, I know that it happens quite often, and moderators simply cannot be tasked to deal with it. We rarely needed to bring them in and thankfully resolved differences ourselves, but for everyone on that forum to do so would be wishing for miracles. Wishing only goes so far.
So yes, there are probably a few benefits to having it, but they don't nearly outweigh the costs.
