I've had this problem twice since the new new hawtness. I'm guessing it's something they're working on, but it sure does make for an inconvenient experience, eh? Just to clarify:
when you attempt to browse directly to http://www.bungie.net, you are redirected to a page that says "Windows Live ID" and then something about the page no longer existing. the server returning this response is http://login.live.com. Correct? Although I'm sure we won't have to worry about it much longer, I have found a way to get around the problem. I'm not sure if the following "solution" is really a solution, or if it just happend to be what I'm doing while Bungie nurtures the site over a hiccup:
I go into my browser and clear all cookies that have anything to do with bungie, microsoft, msdn, etc. In Firefox you can clear individual cookies by going to tools->options (On windows) or edit->preferences (On Linux). Once there, click the "Privacy" tab and then click the "Show Cookies..." button. You will be presented with a straight-forward list of all the cookies and a handy search box that you can use to filter the results. To delete a cookie, simply click it and hit the delete key. If you're using Internet Explorer then the solution I suggest is to download and install a real browser and try again (hehe, sorry. you can delete your cookies in IE too, I just don't know how because I refuse to open the program for any other reason than to test the web pages I develop).
the first time I wasn't able to access bungie.net, clearing the cookies seemed to make it work. the second time I couldn't gain access, clearing the cookies didn't seem to help. I was able gain access the second time by going to http://login.live.com and logging out and then logging in again (With the Windows Live ID that is linked to my gamertag, of course). That seemed to help the second time.
Like I said, these actions might have had nothing at all to do with why I could or couldn't access the site. The redirection and subsequent 404 (Page not found) error might just be gremlins in the system during the update process, and the stuff I was doing might have had no effect other than to waste the amount of time that it took for the web folks at Bungie to clear the problem.
Good luck!
