Twice now I have had to clear my web browsers history just so I could get on Bungie.net. It has given me an error that the site is not there or may be under construction. Any ideas?

Yeah, it's a known issue. More info here. It's being looked into. In the meantime, we just have to ride it out.

Same thing happens to me, it's pretty annyoing. if it does it again, i'm not deleting my cache anymore.

Once a day (or the first hit since the end of a period of 24 hours after you signed in previously) since the site came online?

Well that would be due to the passport.net system. Each day your passport expires and requires you to re-sign in. It used to do this automatically (and well) a long time ago. A few months before the current bungie.net, something changed, and made the system a little more frustrating, making you return to the front page every time it automatically updated your passport (and sometimes requiring browsers (such as opera) to pull up an accept action dialogue). Currently the system is a little more broken, in the fact that it doesn't re-sign you in at all now, and just fails epicly with the "page not found or under construction" thing.

Solution: You may not need to delete you history. When you come up to that broken page, hit the back button, and if the previous page was cached, hit the sign out button on the top right. Then sign in again. This is the manual method that the automation system didn't have you deal with.

I personally hope this bug is fixed soon. It is quite annoying.
