That's a large amount of engineering work, unfortunately it's not just a case of hitting an xbox live compatible checkbox. :p The networking engine was completely overhauled between 1 and 2, a significant amount of work would be required to get the original halo working with the new system, this is work they don't have time for, as they're obviously focusing their efforts on Halo 3. Furthermore, there will not be an overwhelming public demand for this sort of thing. There is a reasonable proportion of core Bungie fans who preferred some aspects of Halo 1 gameplay to that of Halo 2, but this group is a minority over the the entire Halo fan base.
Providing a rehash of an old game on the Halo 3 disc would also convey worrying signals - it would seem as though they thought they made a mistake with Halo 2 (as Halo 1 is a step back) and it may also seem as though they can't rely on the work they've put into Halo 3. Bringing back an old game and distributing it with your latest work makes it seem like the latest work alone is not enough. Neither of these are the kind of signals you want to be giving off, and Bungie certainly doesn't think in this way - so it wouldn't happen, even if they could dedicate a separate team to it.
