Do Moderators have the ability to lock or stop people from posting in an entire forum? For example, if everyone in the Halo 2 forum decides to post spam, intentionally, could a mod stop the forum for a short amount of time, and then get rid of all the spammers?

The moderators would just blacklist all the spammers, easily clearing the forum.. It's a waste of time, on the spammers part.
If they can't do you think that they should have the power, or only a few mods(the top mods) have the power, or should noone have the power?
No reason, as I've just mentioned.. Blacklisting is just as effective. Locking a forum makes it so all the non-spammers can't post. If this was the case, then groups of spammers would go on "Forum-locking runs" to see how much chaos and anger they could cause. A feature like this would simply give them more motivation to spam.
