I do not think that this is a good idea - namely because chapter wars are not friendly, haha "rivalries" like a school has with another school in sports. Chapter Wars are much dirtier affairs -- much like real war. Personally, I do not care so much about a group or its alliances or whatever, but it is undeniable that many people take their groups and their "alliancies" or "rivalries" far too seriously.
So-called "spies," forum conquerers, account stealing, spam (in the groups, in your PM box, and on the forums), and dirty PM tricks are a small example of the kinds of very real effects that a b.net-sponsored chapter war would have. This, of course, would spill over into complaints and posts on the general Bungie forums (especially the Septagon), as we have seen as recently as today (I'm not saying that today's posts were the result of chapter wars, because we don't know for sure, but I am saying that this is an example of the kind of thing you'd see).
When groups were up, every little while we'd get a series of posts on the Septagon complaining about a group or series of groups. For an example, see this thread.
Do we really want a repeat of this kind of thing? Again, I reiterate that these forums are not like a school rivalry that nobody takes seriously -- some people take these chapters extremely seriously, to the point where the drama is both annoying and somewhat dangerous.
Increasing the activity in groups must not depend on chapter wars. There are better ways -- such as condensing the number of groups and increasing their available features -- than this method.
I respectfully disagree with this idea.
