It was well thought out. And it didn't cause lots of people to leave the last time we did it. It also won't lead to an increase in cheating, given the nature of the Auto Update and what it does to both modders and network manipulators.
The primary reason, though, is that with the smaller online population, many people's levels are spread out and/or artificially inflated - to keep matching fast, we need to reign it back in. Besides, you have no idea right now if you rank is earned or not due to the cheating. So, a fresh start with new anti-cheating controls might help lend a bit of help there.

This was not very well thought out.
Lots of people that were once loyal fans are going to leave bungie by the wayside.
This will also lead to an increase in cheating.

SECONDAGE: I get it. The fancy little symbols, the little different colored prongs. Those were just to "spice" it up a bit? HUH? Well you know what? That makes no sense. The only reason that I like Halo 2 so much is the way it works. It isn't like GoW, where you get pts, or RSV where you get 1200 points a win (or 600). No, you have ranks. 1-50. Well, 1-45 legitimately. Anyway, so now you say that it's just for putting players of the same skill together. WHAT? So resetting them will put a 45 (who is now a 1) up against a 12 (who is a 1) and I wonder who will win?
Oh yeah, that's right. I forgot, the thing should rebalance soon. Riiiiight. Everything is going to change. Everything. All of our previous wins and loses? Our KD ratio? What is that worth now? I know. Jack -blam!-. Because those games do not matter anymore. Sure you were 97 for 145 in TS, who gives a flying -blam!-? You SOL now buddy. No, that's bull, bull-blam!--blam!-. Now even though you are 100 for 150 for are actually 0 for 0 and those previous games can go -blam!- themselves.
And so the cheaters are gone, really? Are you laying a trap?You are, aren't you? Couldn't let people have their fun with a game that is 3 years old? Could you imagine in 1999 playing a Genisis game after playing Tomb Raider? However this game is popular, but then why all the effort? Halo 3 is right around the corner. And you're 'Beta testing' a new and improved Banhammer. Good thing. Making people pissed at Halo 2 (not Bungie) should get people to ease into Halo 3 more easily.
Oh, and you guys had better thank God or the Devil, (I'm not so sure now) that the general playing public doesn't know about this. I swear to -blam!- God they would go and protest this obvious "well thought out" and "for our own good" measure. Well. I'll still play. (It's like eating Mickey D's. You know your eating -blam!- but it is such good -blam!-.) Well, you know that your playing -blam!-, but it is such good -blam!-. What a hell of a oxymoron huh?
