You know what would be a good idea? making ranking numbers invisible. There would be absolutely no reason to cheat (even less of a reason than there is now) and matchmaking would function as it is intended. The ranking will play its innate role and, though cheating will not be eliminated entirely, I can guarantee that there will be a drastic reduction in its occurence.
Personally, I would love it if Halo 3 kept the MM ranks hidden, and gave out an actual military-style rank that once achieved, stayed with the person. So someone who plays just to have fun and is relatively good, could find themselves at a non-comm rank of "Master Sergeant" and they get challenging games playing against other people with similar rank.
If someone gets (legit or not) a rank of (for example) "Colonel", they never lose that, ever. But if you see a Colonel getting matched with Sergeants, that person either manipulated their rank up (boosting) and is now playing at their real level, or they manipulated their rank down (deleveled) and is going to devastate their opponents. If I were a Sergeant and saw that, I would leave the game, let them get the experience and then move on up to play some Lieutenants or higher. That way, I could keep playing with people at my level.
In other words, if they got that and didn't earn it, they deserve to get eaten alive by more skilled players. If they got it and earned it, I should have a way to avoid them and in doing so, move them back towards the level of play that they should be at.
That way, MM does it's thing and no one knows (or cares) that they are a 25 or a 42. If someone is petty (or skilled) enough to get a General rank, fine. Then they have that mark and should only be playing against other Generals. Certainly not against legitimate enlisted ranks.

Eh, recon I just can't agree with you there. Halo's ranking system would be too much like Battlefield, or Call of Duty, or whatever. I, personally, love the way it is now. I like having you lose rank, instead of just ranking up constantly, without ever losing the rank. Games like those, just don't have enough "juice" to drink.
I think people would draw away from H3 if ranks were invisible or you had labels. Just me, though.
