Ok I'll detail this for you.
On the Xbox 360 there are gamertags and the Xbox live service. Well micorosoft is bringing that to the pc under the name Games for Windows Live. This service will be built into games that are released on Vista. Well games that choose to use it.
How the service works is that in these games you can access basically Xbox live. You sign in with a gamertag which you make or one you can carry over from your Xbox 360. Of course when making the gamertag or bringing it over you will use your live ID which used to be called your passport to bring it over. This is what you signed up for this forum and use to log in here with.
Anyway once you bring one over or create it this service will allow you to connect to Live formally Xbox live and you can then send voice messages, voice chat, have a friends list, use matchmaking, etc to play games. You can do this with Xbox 360 users and Windows for Live users. Some games will even let you play cross platform with Xbox 360 users. Right now Shadowrun is the first retail game that will allow this. Your gamerscore is shared between the PC and Xbox 360 so any achievements you earn on your 360 will show up on the gamertag along with any Vista Achievements. It allows you one identity across platforms.
The big difference between the 360 and Vista versions is that Silver accounts which are free to make can play online. They just can not get the multiplayer achievements. Currently silver accounts can not play online on the 360. On the PC they can though.
If you want to sign up for your gamertag which is your name you can go to Xbox.com and sign up.

Oh and on the PC if you have a wired Xbox 360 controller and headset you can use those on games which use the Games for Windows Live Service.
