Yes, I have seen Dreamweaver, but I still don't get your point, Dreamweaver only generates the code. If Dreamweaver generates an effect, then I can also create this effect in Notepad.
Do you have photoshop? If so, I'd suggest looking up some tutorials on How to make a web template, it will look much better, and give your site a much more professional feel.

The website already has a template, all pages are standardized with each other.
The website is looking how I want it too. I am not limited to my art with Photoshop. The way the page is looking is the way I want it to look.

Information about System specifications
The games specifications are already up on the site. 'Requires Windows Vista operating system'. This is the only requirnment Microsoft has released, therfor, that is all I can put for now.

It would be illegal of me to put screen shots of Halo 2 Vista on my website at the moment, as Microsoft does not grant the use of screen shots from Microsoft beta products or other products that have not been commercially released by Microsoft.

I must disagree with your website looking anywhere near professional. It way too simple, has a very bad banner, and navigation with huge text. Also, it looks very, very empty. There is lots more information you can find about the game over at The Official Halo 2 Site, or at HiredGun's Blog. I'm sure Microsoft doesn't mind (and probably doesn't notice) if you use screenshots from the game. Look at all the big sites doing it, Gamespot, IGN, you name it. Microsoft isn't one to update their site daily, so you have to look at other sites for information.
I would suggest using Dreamweaver over notepad, as it is much faster and easier to update. I don't see why you would want to code it in notepad over dreamweaver. And I'd suggest you upgrade your photoshop, or at least download the free trial of CS or CS2, Elements is very out-dated, and you will be limited with art by using it.
Having a forum, instead of just an email link, would let your site have a community, which in turn would generate more hits to your site and have it grow in popularity.
