Parental Controls will only be enabled if your Xbox has two accounts on it, one being and adult and one being a child account. Only then will the Parental Controls be enabled. Now, I think your problem may be that of a broken mic. That is the only thing that I can think of that could be the problem.

Heres the deal. I cant hear or speak to anyone on Halo 2 on Xbox Live. A lot of people said to go to the Parental Controls option on the 360 dashboard. They also said there is an option that enables and/or disables communacations in orginal Xbox games on Xbox Live. But whenever I try to get into the Parental Controls option, it says you have to have a Child's Account. Does that mean I have to make a Child's Account? If I do, where and/or how do I make one to fix this problem? Please help me out...
