OFFICIAL GUIDE TO FIXING ALL MAP PROBLEMS FOR XBOX 360
WARNING: THIS GUIDE IS NOT GUARANTEED TO FIX YOUR SPECIFIC PROBLEM. PLEASE CONTACT THE XBOX LIVE TECHNICAL SUPPORT TEAM REGARDING THIS ISSUE. THE FOLLOWING INSTRUCTIONS BELOW WILL ELIMINATE SEVERAL POSSIBILITIES THAT COULD BE CAUSING YOUR XBOX 360 TO FAIL TO DOWNLOAD THE BLASTACULAR PACK.
Many users have had many problems with the new map pack in general so I am going to walk you through step by step in order to resolve this problem. This guide is to help Xbox 360 gamers only, but if you are smart and can change the steps around a little it should work for the original Xbox as well. I will explain everything possible in order to resolve your problem in 50 steps.
PART I: AUTOMATIC UPDATE SOLUTION
Step 1: Turn on Xbox 360 Console and remove any disk from the disk tray.
Step 2: Select Profile and sign-in. (Xbox Live unnecessary)
Step 3: If Auto Sign-in is enabled, select your gamercard and then disable Auto Sign-in.
Step 4: Go to System and select Memory.
Step 5: Select Device Options by pressing Y.
Step 6: Press X, X, LB, RB, X, X and then a screen should appear.
Step 7: Select Yes and then return to Xbox Live section.
Step 8: Sign out and sign back in.
Step 9: Hold Guide Button until screen appears on right side.
Step 10: Select Turn Off Console.
Note: After you've completed Part I, wait about three to five minutes and then turn your system back on. Do not insert any disks, but sign your profile into Xbox Live from the Xbox Live dashboard.
PART II: DELETING HALO 2 MEMORY
Step 11: After you have signed into Xbox Live go to System and select Memory.
Step 12: Select Hard Drive and select Games.
Step 13: Scroll down until Halo 2 is highlighted.
Step 13: Select Game Options by pressing Y.
Step 14: Select Delete and then a screen should appear.
Step 15: Select Yes and then return to Xbox Live section.
Step 16: Sign out and sign back in.
Step 17: Hold Guide Button until screen appears on right side.
Step 18: Select Turn Off Console.
Note: After completing Part II, wait about one minute and then turn your system back on. Be careful though before you perform Part II because the result will be a loss of all Halo 2 game profiles, custom gametypes, campaign saves, updates, and map packs. Do not worry about the map packs because once you have completed a purchase on that Xbox 360 with a specific credit card, it will not charge you again.
PART III: DOWNLOADING 1.5 UPDATE/ CHECKING MAPS
Step 19: Turn on your Xbox 360 Console and sign into Xbox Live.
Step 20: Make sure that your friend's avatars are appearing before continuing.
Step 21: If they are not you must reset your router or turn off your firewall.
Step 22: Insert Halo 2 and download automatic update if necessary.
Step 23: Download update when trying to sign into Xbox Live. (Game title will relaunch)
Step 24: Once signed into Xbox Live, create a custom game.
Step 25: Close party and start a game on every original map.
Note: Update should download successfully, but if you fail to load any of the original maps you should follow the directions below. If the original maps are working fine and graphics appear visible, continue to part five.
PART IV: ORIGINAL MAPS FAILED TO LOAD
Step 26: Return to main menu and sign out of Xbox Live.
Step 27: Select Split-Screen and start a custom game on every original map.
Step 28: Your Xbox 360 should force the map to load.
Step 29: Walk around every map for at least 5 minutes, shooting and throwing grenades.
Step 30: Once complete, return to Xbox 360 dashboard and remove Halo 2 disk.
Step 31: Clean disk with a soft cloth.
Step 32: If disk is not scratched, launch game and sign into Xbox Live.
Step 33: If maps still fail to load read the note below.
Note: If your original maps are failing; it could be because of a couple reasons. Because the 1.5 update erased all of your cache and copies stored on your memory unit of your Halo 2 maps, they may delay or be hard to load at first. If your disk is severely damaged, you must go purchase a new one or borrow one in better condition. A suggestion would be to borrow one at least until your system created copies of them, in which you must play every map quite a few times and then retry using your Halo 2 disk.
If it does not work with a perfect copy of Halo 2, you are probably encountering an internal problem with your Xbox 360 console or your Hard Drive. If so, try using a different hard drive on your Xbox 360 to see if the maps load. If they do not, you should send in your Xbox 360 console to get repaired before more issues arise in other games and so on.
PART V: MAKING SURE YOU HAVE A VALID CREDIT CARD
Step 34: Turn on your Xbox 360 Console and sign into Xbox Live with the profile you wish to modify.
Step 35: Select Account Management and select Yes.
Step 36: Select the membership you want to update.
Step 37: Select Change Payment Options and select Add Credit Card.
Step 38: Enter Credit Card Information and accept.
Step 39: Return to Xbox Live section, signed into Xbox Live.
Step 40: Reboot Xbox 360 Console and sign into Xbox Live.
Note: This can also be a debit or Visa (or similar) gift card, however, some restrictions may apply. Now you may go download the map packs only by a certain way, described below.
PART VI: DOWLOADING MAP PACKS SUCCESSFULLY
Step 41: Select Play Game and sign into Xbox Live.
Step 42: Select Download Content through the Xbox Live main menu.
Step 43: Select Exit Halo 2 and then sign in once again.
Step 44: Download the Blastacular Pack first.
Step 45: If it fails try again or wait a little while.
Step 46: Download other three map packs and let the game restart.
Step 47: Select Split-Screen and start a custom game on every downloaded map.
Step 48: Your Xbox 360 should force the map to load.
Step 49: Walk around every map for at least 5 minutes, shooting and throwing grenades.
Step 50: Sign into Xbox Live and go enjoy the new maps.
Note: After completing all 50 steps your console should be much more functional when trying to load maps, but if your problem has not been resolved I apologize. Many players have been having trouble with this and Bungie is working on a solution to take care of this issue. Please be patient and do not send me threats or hate mail because the guide may have not worked for you.
PART VII: BLASTACULAR MAP PACK IS NOT APPEARING
Step 51: Turn on your Xbox 360 console and sign into Xbox Live.
Step 52: Go to System and select Console Settings.
Step 53: Select Clock and select Time Zone.
Step 54: Set your time zone ~ 5 hours ahead.
Step 55: Return to Xbox Live section.
Step 56: Select Play Game and sign into Xbox Live.
Step 57: Select Download Content through the Xbox Live main menu.
Step 58: Select Exit Halo 2 and then sign in once again.
Step 59: Download Blastacular Pack if it appears and let game restart.
Step 60: Sign into Xbox Live and go enjoy the new maps.
Note: This is an addition for a certain issue that occurred for users who were online as the Blastacular Pack was being released. The problem has been most likely resolved by now or will be resolved in the next few days, but those are 10 extra steps that are possible to try.
PART VIII: ANOTHER RUMOR BITES THE DUST
Step 61: Create a Silver Account over Xbox Live.
Step 62: Once completed sign into Xbox Live with that account on the Xbox 360 dashboard.
Step 63: Make sure you do NOT have a credit card linked to that account.
Step 64: Select Play Game and sign into Xbox Live with your gold account.
Step 65: Select Download Content through the Xbox Live main menu.
Step 66: Select Exit Halo 2 and then sign in once again.
Step 67: Download Blastacular Pack if it appears and let game restart.
Step 68: Sign into Xbox Live and go enjoy the new maps.
Note: This is a rumor that has been going around that has worked for some people, but is not a statement that can be proven. It is just another method to try for those who are about to go insane because they want to download the Blastcular Pack. Again, good luck with everything!

This guide is NOT guaranteed to work, but it definitely is the most detailed and explained one in this forum.
