The coveneat freed the flood then the they locked down the doors into the main containment room so the flood cant escape more, then pvt. Jenkin's squad comes and opens a door then the flood are able to escape then the coveneat are to weak to seal the flood back in the room so they got all over the place, so really pvt. Jenkins squad freed the flood and let them escape all over the planet right?

It was more of captain keye's fault he told jenkins to open the door so yea it was keyes.

Actually, it is speculated that Cortana freed the flod by accident when she disabled Halo's security systems in SC.
