first, download HEK from halomaps.org
then go get gmax
after that, you will need bluestreak tools from the ghost (on the halomaps page) or here
then get gimp (freeware photoshop-like tool) here
currently there's no animation exporter for gmax (chimp might work, just google it) but i wouldn't know how to use it.
another concern is that autodesk discontinued gmax so you'll need the registration workaround from the turbosquid site.
before asking any questions, read the tutorial that came with HEK in its entirety.
known issues with HEK and a little advice:
* HEK has a problem with vista, files can be created but they will be inaccesable with explorer.exe, turning uac should work, but i've managed to open the directory and reveal them with winrar (not going to get into that, it's frustrating)
* (not related to gmax users) 3DS Max 9.0 has problems displaying viewports in vista, wait for a compatibility patch, or open up your properties and set it to WinXP SP2 compatibility mode.
* if you go to any community asking for tags that are not open sourced, you will get flamed (not getting into that either)
* if a tagset is incomplete, it will make sapien crash, fix it with gureilla
* rippers may face the possiblility of corrupt tag extracts (lession learned, make your own tags)
that's pretty much the only things i have for you hope it helps
there's more tutorials at the ghost site... please know that the wikipedia is closed and removed from the net, get the pdf from halomaps.org
also, the bluestreak and chimp files replace blitzkrieg, unless you have max, do not worry about blitzkrieg
