The 360 download content GENERALLY has two ways of locking the content to a user. 1. by specific x-box. 2. by specific gamer tag. If ONE of these criteria are met (you are on the box you bought the download from OR you are playing with the gamer tag that purchased the content) you'll be able to do so. If neither criteria are met, the content will simply not work (it's a copy protection thing).
HOWEVER, in the case of the H2 maps, ONLY using the specific x-box that you bought them from to begin with will allow you to use them. So, even though the transfer will probably move the maps to the new box, the copy protection control schemes will see that it's a different box and not let you play. Now, ordinarily this wouldn't be a problem, because if you log in with your gamer tag that purchased the maps, you'd be able to play them. I'm guessing that because these maps were created so that either the old x-box, or the new 360 would be able to download them, that they are using an older copy protection scheme that only allowed for the actual box that was originally used to download the content. I think this is why they originally were only going to offer them through the 360 marketplace. By opening up the content to both boxes, some limitations were unavoidable.
