I've noticed that the H2/H3 forums have a HUGE amount of spam. Anyone think a minimum post count should be required for posting new threads so that you force new users/infrequent users to look at the threads already posted?

That means exactly what it says. Users may not create new threads until their account is at least a day old.

There is a very good reason for this. No offense intended, but there is almost certainly already a thread about what you want to discuss. Go read the forums (if you wish to discuss Halo 3 or the Beta, they can be discussed in their respective forums). If you don't find it on page 1, check page 2.

As for the OP, this one day limit has the same intention as what you are suggesting. I think the day limit works better, simply because if members know they need a minimum post count, they may just spam to get it.

Spam is controlled by Moderators. There are anti-spam filters (posts per 30 seconds?). All we can do is hope people read the rules and think before they post.

Theres more to it than that. The one day delay also prevents BLéd ppl from creating a new account that they can instantly use to create new threads that would break the rules again. The main reason might be what you posted though and the latter came as a nice bonus.

Having minimum post-count requirements strikes me as actually being counter-productive. Forums that track post-counts already invite spam even when only used to determine some arbitrary rank. If there is a real, tangible incentive to posting more, that will actually increase spam rather than decrease it. In this specific case, you would be reducing spam in the aforementioned forums, at the cost of increasing spam elsewhere.

i really dont think theres any way to stop spam. this is the most active forum site ive ever been on (and ive been on alot of sites) and if you look at half the boards they have like 3000 topics i really dont think theres much of a way to sto[p it unless you can get some program that doesnt allow posts over like 2 sentences but even then there would still be spam

It might be harder actually. cause then you have to go through each page in every thread, and make sure people aren't disobeying the rules. Then you gotta spend a lot of time actually coming up with ideas for new threads. I'd say it would be more work...
