I know I'm not the only one with this problem. I just called Xbox live support and the representative gave me these instructions. I'm not in front of my console right now (and if i was i'd be playing halo 3 beta :) :) ) so if anyone wants to try these steps, please post their success/failure. Here goes
*NOTE these steps are for 360 users
-Goto Marketplace blade
--Goto Account Management
---Choose "Change Payment Options"
----Re-enter credit card verification code (3 number code on back of card)
-Next, Clear the system cache
--Goto System blade
---Highlight Memory
---Press Y Button to access Device Options
----Perform the following button sequence
-----Press X
-----Press X
-----Press Left Bumper
-----Press Right Bumper
-----Press X
-----Press X
----It will then ask if you want to perform maintenance on this device
-----Choose YES
-Try downloading the BLASTACULAR MAP PACK again
--If you are on the same console, you will NOT be charged for the re-download
If redownloading does not work, wait 24 hours and try again.
Like i said, i have not tried this, but this is what the XBL rep told me on the phone verbatim. He even had me read it back to him. Please let me know if this works.
