Companies rarely use fan submitted work for many reasons. First of all, they have to verify that nothing in the content you give/sell them was stolen. With intellectual property, this is extremely difficult. Another reason is contract law. You have to pass ownership of the content to them so you can't sue them for using your work later (among other things). Minors can't legally sign contracts in most states, so they have to verify your age.
Also, I am sure they didn't make the whole map in 3dsmax or something like it. They probably have internal map editing tools with pre-made objects, weapon placements, spawn points, ect. We don't have any of that. Anything we sent them would probably have to be converted in a way that would allow it to work with their internal tools.
Another thing is that most of us don't know much about their physics engine (although I am sure there are places you could go to learn). As we see in Bungie-made maps, the slightest polygon overlapping or mess-up in collision checking can throw a player out of the map or worse.
Basically, to get a fan submitted map to work with Halo 2, they would have to practically remake the entire thing to get it to work and get the bugs out.
