You're implying that Hired Gun/Gearbox screwed up so bad because of unreasonable hardware/time demands put on them by Bungie? That's impossible to prove or disprove; it simply hinges on your feelings about each company. Unless you've somehow got your hands on exclusive correspondence between Bungie and HG.
That isn't impossible to prove; I just proved it possible by an official statement by an official Gearbox employee. That's how it went. What makes you think it was any different this time around?

However, remember when we launched teh raid on the non-H2V Weekly Update? As I recall, Anachronos himself came out to tell us that it was HG, not Bungie that was responsible for all decisions regarding H2V, including when to release information.

That's not to say we'll never talk about it, but rather that most of Bungie's collective attention is focused on Halo 3 (and to a lesser extent, Halo 2 maps).
I suggest you look around, I believe there have been rumblings from Hired Gun (the MGS team doing much of the work for Halo 2 Vista) about various features of the game.

Didn't they do a Weekly Update about Shadowrun? How about the few updates about the Halo books?
Also, Anachronos states that they aren't directly developing Halo 2 for Windows Vista--they said NOTHING about them not telling Hired Gun what to do. Given that Hired Gun has stated plenty of times in their blogs that they were working extensively with Bungie, that should give you an idea that it's the same thing again this time around. Want to know why Halo PC had a crappy net code? Look to Bungie. Want to know why Halo PC didn't get an HEK until six months after the release? Look to Bungie. Want to know why Halo PC supports 56k? Look to Bungie. Bungie mandated each and every one of those features--that means they said that's how it was going to go.
Right now, at this point and time, current Hired Gun team members are on H2Vista.net trying to help those that are trying to unlock the locked features in HEK2. What does this tell you, hmm?
