Anyway, yes, the H3 Beta forum is a bit of a mess thanks to tens of thousands of jubilant "Beta testers" and a smaller but proportional number of trolls. But the moderators are definitely working on it when they have the time. At one point last night, someone was locking threads and handing out the banhammer at a pretty good pace for a couple of hours. You have to remember that there are only a few active moderators (relative to the masses) and lots of forums to watch over.
There is no blame to be placed on the moderators we do have, and you certainly should not accuse them of "abandoning" the forums to play the H3 Beta -- they are volunteer moderators and they are just as excited and allowed to play the Beta as the rest of us are.
Instead, you should consider that Bungie's previous success with the Halo franchise and their unprecedented VERY public Beta has built up massive hype for this game. Remember, then, that a large influx of people to the Bungie.net website is inevitable -- many of them well-intentioned but new and unfamiliar with the rules as-of-yet, and some of them ill-intentioned (and perhaps similarly unfamiliar with the rules). An increase in so-called "bad posts" was inevitable and indeed expected.
At any rate, I disagree with your explicit accusation of "abandonment" and also with any implication that the forum is not improving. A few days ago, I noted in this post that it was taking ten minutes for H3 Beta threads to drop to the third page of that forum, which was an improvement from the 2 minutes that it was taking a few days before that. Now take a look at the H3 Beta forum -- as I look at it right now it is currently taking 42 minutes for a thread to drop to the third page.
The improvement is noticeable and measurable, and the ninjas, while perhaps overworked and stretched a little thin, are certainly still plugging away to bring that forum's "bad posts" down to a reasonable level.
