Bungie is content to take the money that brand loyalists are going to hand over to them. They're not so keen on actually working to increase sales outside of the cult population. They also seriously overestimate fan loyalty, which is why they don't see a problem with turning off functionality unless you fork over money, moving at glacial speed to deal with cheating, netcode problems, and correcting major mistakes (i.e. glitches, exploits), and offering more than a middle finger as customer service.
I don't think it's so much a plan on their part to decrease interest in Halo 2 so that people will migrate to Halo 3 as it is a complete indifference on their part. They simply don't care. As the Engineer in Miss Saigon says, "Businessmen never rob banks. You can sell -blam!- and get thanks. That's what I learned from the Yanks."
