The Beam Rifle's shots are wider, and getting a hit is easier

The Beam Rifle is better--it doesn't require you to reload. It does overheat, but moderating your rate of fire is a reasonably good fix.

Human sniper has a greater rate of fire and gets 2 more shots off rapidly than the beam rifle

Yes. But that's the only advantage it has.

True, also you can get more ammo for sniper, with beam, you have to drop it and wait for it to respawn

Beam does have a wider shot, but that is also a bad thing.
A bright purple line pointing to where you're sniping from isn't exactly a 'good thing'.

I seem to be equal with both, as long as I don't get caught off guard, which usually results in overheating that -blam!- beam rifle.

tactic: first couple shots with beam, if it overheats, swap to human and continue killing the remaining enemies, if you manage to run out of ammo with the human, you can swap back and start again... just hope you don't suck enough to need the human a second time since you didnt reload.
