While this won't work with people who hit "reply" on their own posts, it may somewhat slow them down. Set up a certain time limit (like, say a minute or so) that people have to wait before posting again. It's sort of like the time you have to wait on certain websites between downloads, to help prevent abuse.

edit: a suggestion thread to organize all the suggestion posts would be nice...

This feature is already available. It is called the "anti-spam filter," and you have to (I believe) wait thirty seconds in between posts.

I remember when I used this space to put cool looking links to my chapters back in the day. I don't even know why I'm using it now. Why are you even reading this? You must be interested in me. Still reading?

The is an anti-spam filter that doesn't allow you to submit posts too quickly. Also, there is a suggestion thread here.

To avoid double posting just edit in your reponse to someone else in your previous post.

Say you have your lovely textual submission. You hit submit and then you're all "Oh wait, I want to respond to this guy!" Find that guy's post, hit reply, quote, type in your answer, copy it, click cancel, go back to your post, hit edit and then paste your response.

I don't think that's quite what he meant. Most people know that they can edit posts when they want to add to them.

Some people, by accident, will post the same exact thing twice on the forums. This problem was fixed a while ago with the anti-spam filter.

It happens sometimes when it takes a while for the post to submit and then they copy and paste it back in and re-submit it. It doesn't cancel the original submission but they're allowed to post twice because the original submission hasn't been submitted by all the servers yet. I think...

Normally, once one post has been made, each additional click of the submit button will bring up the message "Please wait... the post has already been submitted." This should prevent double posting.

You could always do what I've tried on my forum, where if the last post in a thread is your post, trying to reply will just take you do the edit post screen of it.

I know about the suggestion thread, it's mine. I was saying that having one in the stickies would be better than ten or twenty different threads each offering only one or two suggestions.
