What do you mean? Cap it, as in not letting it go over a certain amount, or capture it so you can look at it in-game?

yes , what i mean by cap is FPS stays around 60 so it doesnt go higher then that , instead of jumping from 60-200 fps going up and down

Well, I never played halo 2 vista, but is it possible to turn on v sync and change your refresh rate in game?

Well, V-Sync just has it, so that your frames per second won't go higher than the refresh rate of your monitor, so if your refresh rate is say, 85Hz, than your FPS will be ≤ 85.
