When I think about the two campaigns, there is one major cop out in Halo 1's campaign that everyone (myself included) has overlooked when complaining that Halo 2 has a shorter campaign. Halo1 has fewer distinct environments than Halo 2. Almost half the levels in Halo 1's campaigns are slight modifications on an already exisiting environment. They didn't provide the opportunity to explore the vastness of the ring at all. In Halo 2 however, each level is distinct and is beautiful as well. So it is safe to say that it took a lot more work to make the campaign for Halo 2 than 1 because of that fact. So I do feel that the Halo2 campaign is shorter than I would have liked, but it was not neccesarily a major cop out like we tend to think at first glance. It is obvious that this campaign took a lot longer to put together and design than Halo1. It is also really nice that the levels aren't repeats of the same room structure multiple times (IE assault on the control room which is still one of my favorites on Halo 1 despite obvious moments of laziness in level design.) So despite some let downs, I for one do feel that Halo2 has a better campaign.
