Everything in Halo:CE is balanced and varies entirely to everything else, think about it, all the mannable vehicles a vastly different (The following are in the order of which the player would encounter control of them in the game)...
Warthog: Moves on wheels, can have gunner who fires the heavy human chain gun turret, passanger who fires whatever weapons are in his enventory and driver who controlls the vehicles movement, medium buggy vehicle.
Turret: Cannot move, fires three charged plasma bolts at a rapid rate, is manned only by the gunner, medium turret vehicle.
Ghost: Moves by hovering, has one driver who also controls the dual medium plasma cannons that fire at a high rate, only manned by one person, light attack vehicle.
Scorpion: Moves slowly by tank tracks, can have driver who fires large human cannon (Most deadly player controlled weapon in game) and human light bullet hose and also controls vehicle movement, can accomodate four more passangers who fire from their inventory, heavy tank vehicle that is essentialy best vehicle in the game.
Banshee: Moves by flying only player controlled flyer in game, can accomodate a driver who also fires dual medium plasma cannons at a high rate of fire and a heavy fuel rod cannon, light flyer vehicle.
See what I mean? All the vehicles are unique but vary in effectiveness and are yet somehow balanced! The same goes for all player controlled weapons, (The following are in the order of which the player would encounter control of them in the game)...
Pistol: Fires powerful magnum shots at a medium rate of fire that explode in less than a second after impact, has a scope, medium pistol weapon
Assault Rifle: Fires weak bullets, but an an extremely high rate of fire, scopeless, has an orientation ability and reads ammo on screen, medium rifle weapon.
Plasma Rifle: Fires fast decent damaging light plasma shots, at a high rate of fire, scopeless, light rifle weapon.
Plasma Pistol: Fires medium speed weak plasma shots at a manual rate of fire or a slow overcharged heavy tracking plasma bolts, scopeless, light multifunction pistol weapon.
Needler: Fires weak slow moving tracking needles at a high rate of fire that if concentrated on one target explode in a splash damaging instant kill affect most of the time, scopeless, medium multifuction rifle weapon.
Rocket Launcher: Fires extremely damaging slow moving rockets at a low rate of fire, scoped, heavy rocket weapon.
Sniper Rifle: Fires very fast damaging bullets at a low rate of fire, scoped X2, heavy sniper weapon.
Shotgun: Fires several spread out damaging pellets at once at a medium rate of fire, scopeless, heavy shotgun weapon.
Even grenades are extremely varied in ability! (The following are in the order of which the player would encounter control of them in the game)...
Frag Grenade: Rebounds off walls untill rest, exploding a milisecond after in a wide, damaging and high plume of smoke, fire and small debris
Plasma Grenade: Usualy hits walls and falls to ground and can stick to vehicles and units but can be deflected by weapons and melee, explosion instantly disables shield and does more damage in general than Frag Grenade with explosions while stuck to targets dealing instant kills most of the time, has smaller splash damage.
It's amazing, everything from arsenals to enviroments to characters are all very unique and balanced. If anyone else would like to add anything please doo, I want to make a Halo: Combat Evolved online database to cover all this and I ned ideas
