If you play Halo: CE for the pc, there's a lot less drama and a lot more action.
to fully undersand this BS, you have to read the books which are the fornicated dreams of Bungie and only feed their fast-growing halo monopoly.
In my opinion, the storyline for Halo 2 is worse than Halo one. it looks like stargate. and once you really look deep into it, it's nothing like Halo: CE. Halo: CE has this, "we are outnumbered and out-gunned-- let's get the hell out of here and blow up this ring!!" kind of feeling where your odds are thousands to one. The teaser trailers for Halo 2 xbox have this feeling that says "Save earth from annihalation! the covenant have already scattered and destroyed it's armies! You are it's only hope!". It even say's on the back ot the case for H2vista...
"The destruction of Halo slowed the covenant, but it did not stop them. Fueled by faith, fury and vengeance, they have swept aside all of our defenses and gained a foothold on the most precious prize of all-- Earth. With the human military scattered and crushed, the fate of the planet lies in the hands of one man. Spartan117-- the Master Chief. But resourceful and tenacious as he is, the Master Chief will have to rely on new weapons, unexpected allies and a secret so incredible, it will change the Galaxy forever."
But in actuality, Halo 2 has this "optimistic" feel to it that's like "we're going to another Halo ring, we're gonna explore it - YAY!!! ^_^" which makes the story look more like it's a delay and a purge for more money by ensuring the third installment in the Halo Trilogy. And less of this "Rambo in Space" feeling that Halo: CE had.
