If I had to guess? I'd say it's completely random. Your experience gained (and consequent raising or lowering of your level) has to do with how well your team does, and so I don't know how they'd rank you based on how well you did within the team. After all, the guy who got the most kills wasn't necessarily the most helpful teammate within the game; he could've just been the clueless idiot who ran around killing everybody without even being aware that there was a flag that needed to be captured, so ranking him as the number one guy on the team would make the guys who actually did all the work, rather than kill-whoring, a little unhappy.
On the other hand, giving the guy who had the most captures or the most touches the number-one ranking might not be the way to go, either, since he might not've been able to hoof the flag all the way back to the base without the dude running behind him, who killed off the other team twice all by himself.
So, my theory is it's random and means nothing. If it is based on anything, though, I imagine it'd be related to the objectives of the particular game; most flag captures or grabs, most flag saves, whatever.
