I really don't think sensitivity matters that much. For example, a smart player can sneak up on an opponent and attack weaknesses of the opponents set-up. Sensitivity only matters in head-on collisions with enemies, and it's best to use the one you're best with; however, many people are upset with the sensitivity they use. A high sensitivity allows increases the x and y vector of your reticule. Therefore, there is an optimal sensitivity based of course on the playing style you play with. A battle-rifle strong player should set his or her sensitivity to 4, while a sniper can make due with 3. The battle-rifle is more versatile, therefore, sensitivity four allows Battle-rifles to engage in mid-range to close-range battles more effectively then sensitivity 3; also, sensitivity four takes into account the y vector of the opponents jump speed at mid-range. Many people tend to jump to throw off an enemies reticule; however, a good battle-rifle(ist) can easily adjust by just changing his reticule's y-coordinate while moving with the left joystick to change his reticule's x coordinate. Sensitivity four takes into consideration the y-vector of the enemy when jumping relative to a mid-range distance. Snipers control large areas of the map and can usually kill an advancing force far away, therefore 3 allows him to keep the scope stable and easily make adjustments to his x coordinate, if the vector of the opponents x velocity changes direction. Of course, it's all situational in the end... so nothing is 100% effective.
EDIT: The higher the sensitivity the more observations a player can make because it reduces the time from point (a) to point (b). A lower sensitivity allows for more fluid movements. Just try an be accurate with where to move your sights, moving through point (c) to get to point (b) will always damage your skill no matter at what sensitivity.
