This recently happened to me as well. Here is the letter I've sent to Bnetbugs, I have yet to get a response.
Hello, my name is ******** and I believe I've been wrongly accused, the victim of an error, or the victim of a modder/cheater that resulted in my account being banned from the matchmaking portion of halo 2. I've been a Halo player since the day it came out in 2001, and a live player since November 9th 2004. I've had one account under the name '********'and one account under the name '********' the ladder of which I am currently using as it has recently been reactivated after a period of inactivity between late february and may. Since the reactivation of '********', I have been able to do everything on live just fine, got a 360 and was loving the Halo 3 beta (thanks bungie friends & family!); except when I signed on for Halo 2 last night. I signed on live, realized the H3 beta was over and decided to pop in Halo 2 to keep my skills honed. I was prompted to download new maps in order to play matchmaking, so I went right ahead and purchased them. Not a problem. When I was about to enter a game of matchmaking though, I am booted back to the main menu and given and error message along the lines of "Sorry, one or more players on your xbox has been permanantly suspended from matchmaking. You may still play custom games with friends and clan members."
So this email is to ask what happened? I am familiar with the normal circumstances for these types of bannings, and I can tell you with a straight face and a burning passion for justice that I detest all modders, cheaters, hackers, (racist) screechers and the whole lot. I pride myself on playing Halo (2) with enough skill and dedication to put these people to shame again and again, so you may understand why I feel so let down for being accused of something like this. I have contacted microsoft technical support about this issue (Ref # 1037220581), and again to ask for a refund on the maps I purchased before being told I could not even use them! (Ref # 1037221686)
Please get back to me with some enlightening news, as I would seriously like to know what is going on.

I suppose I'll post in here or make a thread of my own to account for everything that happened. I was on the phone with tech support for a good two hours last night and got nothing out of it other than "We don't know why you got banned, why don't you ask bungie?" and "We can't refund your maps regardless of whether you can use them or not or whether we let you know you couldn't use them before you bought them."
