Sorry to burst your bubble, but Halo 1 and H2V don't use traditional sound files such as .wav, or .mp3. They use compression formats such as Ogg Vorbis, and Xbox Compression (at least from my knowledge).
In order to extract the sound, you'd need a program to locate the meta data from the file, which cannot be used in that state because it is a H2V .sound file, with other bits and pieces of information in it as well. You'd have to find a way to strip the meta file of all the other pieces of data you don't need, and probably find a way to change the header to an Ogg Vorbis friendly format, which you can then convert to any other format with your garden variety sound program.
Well, I've been hacking the hell out of Halo PC maps, I guess I can try H2V sometime <.<
