I always hear that grunts are the lowest ranking member of the covenant, but drones seem even lower. They don't even seem to be treated like living things, but rather as just a weapon to deploy. Are they even members of the covenant?

Drones aren't even considered important in Covenant hierarchy. I'm pretty sure that they are not considered intelligent, as even grunts have brainpower (Sergeant Palab anyone?)
This is just what I think, not too sure its right though.

Grunts seem moar intelligent... But we don't know much about Drones, so I will with-hold me vote until I learn more.

I think drones would have the lower rank. Because usually a drone in real world, is like a mindless being that does tasks for you. Grunts are still low, though.

well, I imagine that drones must have some kind of a brain, because they seem to use plasma weapons rather well (and most other animals can't seem to comprehend the idea of a projectile weapon). Although it's possible that the drones could have some sort of musk spray or poison barbs that they'd shoot out in the wild, so they were simply trained into thinking that the plasma pistols were their new "barbs/musk" and would use them as defense mechanisms. I guess it's also possible that the drones could've been "pets" of the covenant for many eons and became domesticated and able to follow commands.
