well...its a tad bit complicated...but hey, im used to people who mod alot.
1. download halo map tools here:

there was a giltch in that one, so he released a fixed program. just drop it in the hmt 3.5 folder.

now save them to a location.
2. open up HMT by going to the extracted file (HMT 3.5) and double-clicking the Halo Map Tools icon (looks like a speaker and a note).
3. browse to this location:C:\Program Files\Microsoft Games\Halo\MAPS
if you cant find it, or have installed halo in a different location, do a search in your computer for a file called "MAPS".
4. open up any map that you think contains a warthog in the program we downloaded.
5. now you should see a whole bunch of letters and junk pop up in the scroll window, they should follow a suit like "[proj] projectile".
6. look for the tag "[vehi] vehicle". click on it, it will open a submenu.
7. in the submenu, it will have a list of vehicles in the map. click on warthog.
8. after you click it, information will pop up in the window next to the tag selector thing. at the top, you should see a window called vehicle ID. as you will notice it has names of all the vehicles in halo.
9. at the ID, the warthog bubble is selected. meaning, it will drive like a warthog if it has wheels, or a ghost if it has hover-pad things. select the dropship/pelican bubble. it will now have the abilities of a dropship (dont worry, the warthog doesn't have jet engines, but you can tilt the car to move)
10. hit the save button, close the map, and play your map in halo.
