Pretty much all of the above posters focused on aiming. Personally I think it's more about predicting players movements, communication and remaining concealed until you have your shot.
Aiming is important but a good sniper has this in spades, if you don't then practice and not on still targets either! I don't believe campaign is the answer either, practice on Live with the maps you want to get good in and with real opponents. It is free to do so and stop caring about your rank while you're trying to improve. A calm collected sniper is much more deadly than an excited frantic one.
- Snipe practice I tend to use in game -
1. Stay in and pop in/out of cover at mid to long range where possible. No scope as a last resort and generally only at close range, when you cannot evade or switch to your grenades/secondary weapon. Also use willing team mates as cover, although a quality sniper can be more deadly roaming on their own. I prefer the latter, but if you're losing the sniper then stick with your team mates unitl you get better or you're on fire for that game.
2. Predict where and when your opponents will be and with what counter weapons they'll have, leading to easy targets with plenty of time to align your shots. Preferrably you'll have your shot pretty much lined up prior to having your target on screen. Then just adjust and shoot, rinse and repeat. Also know the other teams positions so you know where your next move is going to. Team chat is useful! Obviously don't chat when you're deep behind enemy lines.
3. Use two quick body shots in emergency situations or where your opponent is close to cover before you can align a headshot. Know when to flee a fight or to tackle it head on. (Again point 1 should give you ample time to assess or move or call for backup). Alos know when NOT to shoot at all, this can be a major benefit, do you think a sniper assassin would always take the first shot they're presented with?
4. Communicate to your team mates all your kill failures (misses) and successes (kills), thus allowing your team to clean up wounded opponents and strategise directly from your successes. Obviously if you just sniped 3/4 opponents communication is vital in objective games. Also don't forget to ask for assistance and constantly communicate opponents positions, spawns and weaponary to your team mates. After all you are the eyes of your team when holding the sniper (you have this sole responsiblity so use it for the sake of all your team).
5. Know what your next move, kill or shot is before you make it. Having an escape route or grenade cover from your current position is vital. The ol' plan B.
-General Tips -
Most snipe shots of mine I already know where I am going to be aiming and exactly when my opponent(s) are about to appear on my screen, generally I am already aiming for the head of my opponents elevation and then I make small adjustments for the single headshot. Forget sensitivity, your headshots will come from out thinking/positioning your opponents and very small adjustments to your thumbsticks, not wild jerking movements and rambo heroics.
