1: no u cant get banned from doing those things maby if thats all u do in a matchmade game but customs are fine.
2:No there is no such thing bungie has said so
3:i don't think u can ride out of the level with a vehicle so im not sure.
4:Now thats a good question i'm sure there will be a few modders here and there but i don't think there will be any glitches like halo 2.

I dont think they are 'super' at all.
Just regular jumps that have been slightly exaggerated.

1. Using any exploit in a game to manipulate it or give yourself an unfair advantage is considered cheating. However in Halo 2, Bungie cannot track or monitor anyone that leaves the map boundaries, so therefore they rely on their feedback system. If you are seen doing something that violates the rules or is considered cheating, you may receive bad feedback and enough may result in a temporary suspension.

2. No, there is no golden warthog in Halo 2's campaign or multi player. However, some users have used hacked files or modified content to implement a golden warthog into the games, which violates Xbox Live's Terms of Use if they were to access Xbox Live in anyway.

3. If you are using modified content or receive excessive bad feedback you may receive a temporary or permanent suspension from Halo 2 Matchmaking. But if you are not and your intention is to do it just for fun in a custom game, it is very unlikely.

4. Hopefully not, the game has not released and that is yet to be determined, however Bungie is probably going to prevent players from using exploits, glitches, and cheats.

Bungie is not banning anyone for those activities. But, if you do them often enough, and if you get enough feedback, xbox live themselves may ban you for it.
