This Halo PC or Halo CE?
Someone I know (through xfire) introduced me to this aim-botting program (Halo PC only), and being a first time to ever use an aim-bot program I accepted (this was not a permanent thing, just experimental). It took a while to figure out and I eventually got it working. You had to set the program according to where you wanted to aim and your ping level on that server (Oh you also had to open the program AFTER you joined a server, any attempt to do it before joining and the game will crash with "Gathering exception data" or some crap like that). I set the aim so the reticle will automatically go for the head after I pressed shift, and set the ping to 200 as that was my average ping on the server. I played the game and noticed that when I pressed shift it automatically aimed to the nearest person (friend or enemy) this was quite annoying, especially with lots of people on the server. I also noticed that when the person moved the reticle would move slightly faster in front of the person. I'm guessing this was the ping assistance thingy.
So, I ran around the map killing the enemy when I found them. I admit I got mostly one shot kills WHEN I hit them. But it was nothing like I thought it would be, thinking that all I had to do was aim and shoot, but when I did that 70% of the shots where misses (while enemy and myself a moving). I'm guessing this is because the ping assistance was set to 200, but my server ping was constantly changing from 180 to 230 etc, so the reticle was out of place. I deleted the program after first use and concluded to myself that any decent player like myself can aim better and obtain more accurate shots (maybe not one shot kills) than what you would get with an auto-aim program.
All I can say is that I find it hard to believe you unless you where standing still, or he has a more advanced auto-aim program that automatically changes the ping assistance thingy according to his server ping.
