Hikaru 119 has a really good sniping guide, but we all know that not everyone can snipe, and furthermore, that you can't be effective if everyone is a sniper. Most often times in the battles I play, there tend to be more of a mid to close range fighting.

What are some strategies, weapon combinations, even training methods that make you more effective?

I'm by far not the greatest in a head to head battle. Occassionally I'll get lucky, and get a double kill, or maybe even a triple kill if the heavens are smiling on me. I've started to dabble a bit in the Rumble Pit to try to build up my skills, and determine my weaknessess. Of course my roomate gives suggestions as well, from what he notices that I can do differently. Players and watchers notice completely different things I've realized.

One of my favorite combinations of weapons is the SMG and the Plasma Rifle. This combination seems to have the most effectiveness if you wield them right. Ballistic weapons, and even a few Covenant weapons have the drawback killer of reloading. Which is why a needler, or dual SMG combination is not nearly as effective. Granted, dual weilding is almost always favorable, unless you're surgical with a shotgun. If you use the triggers correctly, you can fire off rounds from the SMG into your opponent, and drain his sheilds with the Plasma Rifle. You want to be careful of course how much you're pulling on those triggers. You don't want an energy overload, and a reload at the same time. You'll be down for enough seconds to cost you your life, and even a match. Because of the shield breaking powers of Plasma I tend to shoot with that one first. That way, reloading with the SMG shouldn't be needed in the middle of the shoot-out.

a big problem that ive come across when dual wielding the pistols is that you tend to reload a lot....and reloading time sucks when your in a fight....1 know one way to get around this....make sure you kill you enemy before having to reload....its not always effective, theres gotta be an hint or tip that someone know about
