Do you know that your TV is 720x480 on standard resolution, NOT 640x480

SDTVs don't have a true native resolution in the sense that a LCD or similar display unit does. This isn't relevant however, as Halo 2 is meant to display at a 4:3 aspect ratio. By encoding the video like you did at 720x480 with square pixels, you distort the aspect ratio to 3:2, causing in horizontal stretching. The obvious solution here is to encode 4:3 video at 640x480 if square pixels are to be used. This is the accepted and proper standard.

Anything else you think you know and want to get shown up over?

WOW KID, JUST WOW.
Halo 2 on SDTV is 720x480, it's called safespace, by rendering at 480i there's no streching at all, have Bungie confirm this, do whatever you want

RIP Halo 2.

Halo 2 is meant to display at 4:3 (at least in this video). 720x480 is not meant for some magical overscan that only accepts the width of the image, it's a non-square pixel format. Even when running in 16:9 widescreen, the resolution is still 720x480. Once again, the magic of rectangular pixels. Unfortunately, the way Bungie implemented this results in the stretching of menus and UI elements such as the HUD. They were designed with 4:3 in mind.
