Yes, and No. Unless you previously had a 360, and you have the maps downloaded onto your hard drive, you'll have to download them again. Assuming you already have Gamertags, they can be recovered on a 360.

I believe if you recover your account, you will still have to download them again.

You can just recover your old gamertag onto your new 360. You will have to download all of the Xbox 360 dashboard updates, Halo 2 Auto-Updates, Halo 2 map packs and the Xbox 360 backwards compatibility updates onto your new 360 before you can start playing. The updates won't take too long to download (about 3 minutes to get ALL of them), but it will probably take an hour to download all four map packs. All updates and map packs are free.

BTW, you will need a Hard Drive to play Halo 2 and you will need an Xbox Live Gold account to get the Halo 2 Auto-Updates and map packs. But you can get the 360 updates with a silver account.

Yes you have to download them, but they are all free now anyway

No you will not have to make a new account, you just migrate your account over the 360 does all the work for you. You just have to make sure you have already set up a gamercard and a .net passport.
