Map control is what makes the game what it is.
Granted, there are some gametypes and variants where particular areas of the map are a bit too easy to control. Some examples::
*Team Snipers Terminal- As you said, get a 5 point lead and camp garage for the rest of the game.
*Team Slayer on Gemini- Control Sword, and Sniper and camp outside. Have sword watch the portal, sniper perches up in the safe spot on behind the right door, and shotty watches left door. Really easy to control.
*CTF Classic Team Hardcore on Warlock- Top mid, one green base, two yellow base. Spawn kill 'till they quite, or spawn kill until they can't make a move, then cap the flag.
There are lots of ways to hold down the maps to point of where you have to just hold down the trigger and do nothing more.............there's really no person to blame for that though- you have to have a good team who knows how to counter those strategies, and set up themselves.
If you're going in by yourself and your team doesn't want to listen to you, or you're facing a team that knows how to set up then...........there's nothing 'ya can really do :-/
About the super bouncing, I don't play Snipers, but I hear that Snipers has the most bouncers by far. It's considered strategy by some of the high level snipers, or so I hear (LOL)
