Few days ago I got in matchmaking and there was a standbyer. Is there a way to report him and get him ban?

Its some kind of cheat where they kill you in blue screen.

Send an email to h2cheats@microsoft.com. Include you GT, the GT of the cheater, a description of what happened, and a link to the game. You can also use the in game feedback system, cheating is one of the options.
