Well short of buying more ram, which is what I would suggest you do if you can, would be to disable every program that starts up in msconfig>startup . While you can disable everything in there safely you might want some programs to start up.
Next download process explorer : http://www.microsoft.com/technet/sysinternals/utilities/Proce ssExplorer.mspx and the next time svchost decides to take up all of your cpu you can right click on the process and then on the services tab you can see exactly what services that instance of svchost is using. Windows update is usually suspect to using all of the available cpu resources so see if your svchost is hosting that.
Of course the obvious tips:
1. update all of your drivers including any motherboard drivers(chipset), audio drivers, mouse/keyboard drivers(if you use them) and video drivers. Your 7600 GS should be more than enough to run the game and your CPU is fine as well even though it isn't dual core.
2. defrag
3. clean up your harddrive and make sure you have plenty of space for a swap file since you have so little room. A HDD is better than nothing.
Now when your game does decide to freeze up minimize it, don't close it, open up taskmanager and check your memory usage to see if any exe that might be running decided a memory leak was a good idea, that is a fast way to take a system down.
Of course a great solution would be to format and reinstall windows if you can, install all of your drivers, install H2V and see how it runs. Then install the rest of your programs one at a time to see if they have any effect. But this is more or less a last resort as it takes up quite a bit of time.
